CR 09-031 - adds values and alters definitions in the Trade Item External Information code list'

There is a need for additions to the type of information code list to help classify the types of external files that are attached to the item.  They help to provide a method for the recipient to route the information internally to the correct people for further processing.  Using the format field will help to determine the actual file format, but as it is a text field it is not usable for sorting and routing.  A recipient could be looking for JPG and the message could be sent as JPEG.  The recipient in this case would not be able to route the item correctly. As for the terms selected, it is understood that there may be numerous types of documents, video, or audio files.  In the requirements presented, it was determined that having generic tags was more beneficial for now as it is not known what specific types, other than those submitted, would be required or need different internal routing.
