CR 09-232 - Change 2 Humidity Attributes data type to percent

In GDSN Trade Item, for the attributes

"storageHandlingHumidityMaximum"

and

"storageHandlingHumidityMinimum",

the data type should be changed to percentage. Until this change is implemented in the GDS Network a temporary validation rule checking the same thing is needed. There is also a need for a rule that checks that the values are between 0 and 100, if possible in the schema, else as a non-temporary validation rule.
